HwR Reporting Issue

I made a few comments about this issue, in the HwR v 3.1 thread, but figured I should start a dedicated thread on it.

For the past few weeks, aka one of the latter beta versions of the app, maybe around the time WzSabre 1.6 was released, none of my Reports show up in HwR or Waze. Reporting worked properly for over a year prior.
