DC Steer Act is in effect

DC's STEER Act goes into effect today

- DC can and will sue MD and VA drivers with 'egregious amounts' of unpaid tickets

- Vehicles with multiple reckless driving charges in DC will have a speed governor installed (RIP Altimas)

Edit: "tickets" is vague but covers all tickets. Red Light, Parking, etc
