Thinking of starting HAM. What about these handhelds?

Just looking for radios that can be used on logging roads, scanning truckers, some emergency vehicles, and backwoods hiking communications.
Most 1st responders are encrypted so not for that.
Are these decent?
Canadian $.
Should I get a package with more accessories or another model with better range?

Suggestions please on a pair of starters on budget pricing.
