VASCAR legality?

I wasn't sure which section to put this in as it didn't seem to belong in any. Let's try here, mods please move as necessary.

My experience and knowledge of VASCAR is zero. There, that's out of the way. The concept seems simple though; time between two fixed points of known distance equals an average speed.

My concern is, how can this be legal? It seems that all of these systems are based on an operator pushing a button to trigger the system which is ripe with concern over accuracy...
