"Forbidden" while creating override area

So, this is a new one.

While attempting to create a new override area, when I use the search function, I'm getting "Forbidden". See the attached screenshot.

I had no problems making override areas before. The phone has a good Internet connection (I tried both over wifi and cell connection).
